'golput'

A nice post in a Young Economists' Talk@ Starbucks as it tried to relate free coffee promotion by starbucks with 'not using my vote' preference (in Indonesian language commonly called "Golput" - Golongan Putih or Non-Color Group).
The Starbucks free coffee promotion is one classic example on how incentives works. During non-working day due to general election, they try to attract customers attention by inviting them to Starbucks. The same situation also apply with the general election (April 9, 2009), where most of the candidates also tried to attract voters' attention and wish to get vote as much as possible. The main problem with the candidates is that they not clearly offered the incentives to the voters to vote them. In my opinion, I am not getting any idea on why I have to vote them. You may take a look the reasons why I am not preferred any of the candidates at all here and here.

Regarding the picture above, it should be very clear for many of you that not using my vote is my right. In fact, by not using my vote I am creating a constructive incentives for political actors to be better. Why? Because if I consciously using my preferences then I should expect the best candidates will appears and not only the "free-riders" type of candidates. Thus, this year I will let the "nonsense" candidates playing in the political arena but I will not vote for them. Rather, I might be going to the Starbucks to enjoy the free coffee as it is more beneficial for me definitely. I will enjoy my coffee while I am waiting for potential candidates and better election systems in Indonesia to be working well together. Finger cross!

I choose to use my conscious brain

Well, I found a legitimate scientific support for my preference on today's legislative election. Tirto Susilo, a doctoral candidate in the Pschology Department at the ANU wrote in The Jakarta Post, that in order to make decision for instance vote for legislatives mainly involving two brain systems:

One is the intuitive system, which is always operating without our awareness. This the unconscious brain, one that automatically generates inferences from faces. The other is the rational system, which needs to be proactively turned on. This is the conscious brain, one that slowly weighs the pros and cons of the candidates.

I believe, I choose to use my conscious brain. And using that rational system, I found more cons with all the candidates on today's election. And for all of you who still believing your intuitive system, just echoing what Tirta had warned, "beware of those faces". And I would like to add further, "beware also of their numbers and party's symbol".

jadi pemilih yang tidak cerdas deh...

Iklan tersebut mengatakan "pemilih yang cerdas, memilih wakil yang berkualitas". Karena bagiku sulit memilih wakil yang berkualitas, maka aku bukanlah pemilih yang cerdas kan. Poin utamanya adalah bagaimana mengukur kualitas wakil rakyat yang ratusan banyaknya? Terlebih lagi, apakah kualitas yang tampak pada saat kampanye tidak akan berubah nantinya setelah mereka terpilih?

Karena aku bukanlah orang/pemilih cerdas, maka aku tidak mampu menjawab pertanyaan tersebut. Dan karena tidak mampu menjawab, maka aku tidak akan bisa menemukan wakil yang berkualitas. Dan karena aku tidak akan mampu memilih yang berkualitas maka aku bukanlah pemilih yang cerdas. Dan, karena aku bukan pemilih yang cerdas, maka aku tidak perlu memilih kan? Daripada aku yang tidak cerdas malah memilih wakil yang tidak berkualitas?

Just my two cents for Berly's article

Berly made a very good article in The Jakarta Post that you should read here.

Somehow I feel that he emphasizing reason no.2 of why I would not vote for legislative election this year. Although he did not clearly mentioned that he also share my perspective on being non-voter this year, like he said

"Don't get me wrong, I am serious about my civic responsibility and never miss voting in elections, even when I was studying abroad. I have every interest in exercising my rights and ensuring the next government is competent and responsive to people's needs"

Thus, in this matter I assumed he will vote and he know for sure who is that candidate. Right, my friend?

On the other hand, at the end of his article he suggest "Use the money well, introduce us to the candidates". However, I believe with such a tight schedule (read: not enough time available), the candidates will race with every possible way to make sure that we - the voter - to vote them no matter how well we know them. What I mean is their main objective now it to get as many vote as possible. After that, who cares...

Anyway, Berly indeed wrote a very good opinion in this article. Bravo!

Kenapa aku 'ogah' milih?

Kenapa aku tidak ingin menggunakan hak pilih-ku tahun ini? Aku tidak ingin memilih, terutama untuk calon anggota legislatif karena beberapa alasan berikut ini:

1. Terlalu banyak banyak partai

Terlalu banyak jelas tidak menyenangkan. Membingungkan dan membuat peluang berbuat kesalahan menjadi lebih tinggi. Selain itu, banyaknya partai saat ini tidak mencerminkan perbedaan yang signifikan, melainkan hanyalah variasi kemasan yang ujung-ujungnya tidak memberi pengetahuan atau pilihan yang signifikan. Tidak ada satu pun partai yang secara unik mengusung program mereka sendiri, semua partai pasti memiliki irisan ideologi atau pun program dengan partai lainnya. Tidak heran, banyak partai yang sebenarnya adalah sempalan dari partai-partai yang sudah ada sebelumnya.

2. Terlalu banyak calon legislatif

Calon legislatif sendiri merupakan sosok yang "misterius". Siapa yang benar-benar mengenal calon legislatif yang akan dipilih kecuali dia tetangga kita sendiri atau teman karib? Meskipun kita benar-benar mengenal si calon legislatif, namun satu suara kita belum secara pasti dapat menjamin bahwa si calon legislatif bakalan dapat tempat di anggota dewan semata-mata karena perlu dukungan suara yang tidak sedikit. Jika pesaing (baca: calon legislatif lain) juga banyak dan dikenal, berarti kita sebenarnya tidak memilih calon legislatif karena kemampuan mereka melainkan lebih karena kita kenal mereka atau tidak. Hal ini menurutku menjadi kontraproduktif, karena kenal calon legislatif tidak bisa menjamin bahwa dia memang benar-benar mampu menjadi anggota dewan. Sama saja seperti ikut undian...

3. Stigma buruk anggota legislatif

Aku pribadi mungkin cuma sedikit dari sekian banyak orang yang mengetahui dan mengikuti catatan buruk yang ditunjukkan oleh anggota legislatif, kemudian memberi label bahwa semua anggota legislatif adalah buruk. Aku pribadi benar-benar sudah 'mati rasa' dan sulit untuk diyakinkan bahwa anggota legislatif itu diperlukan saat ini. Untuk apa memiliki anggota legislatif yang arogan dan kerja tidak beres (banyak rancangan undan-undang yang tidak selesai dibahas), tapi menerima gaji yang sangat besar, mendapat fasilitas kelas satu di negeri ini, bisa tidur di tengah rapat atau madol dari jadwal sidang, sibuk lobi-lobi politik bukan mendengarkan aspirasi rakyat, dan... korup pula! Apakah tidak ada anggota legislatif yang baik? Oh, ada tapi mereka sudah tenggelam di tengah perilaku umum anggota yang lain ATAU mungkin mereka sudah ikut serta - suka atau tidak - karena harus bertahan hidup.

Jadi, untuk pemilihan anggota legislatif aku sudah berpikir pragmatis dan sulit menerima argumen apa pun. Ketiga hal di atas terlalu kuat dan semakin terbukti bahkan hingga menjelang pemilu beberapa hari ke depan. Silahkan jika karena pemikiran dan pendapat ini aku akan dianggap berdosa atau tidak peduli dengan nasib bangsa. Jika aku berdosa, maka sudah jelas aku sendiri akan dihukum. Dan jika aku dianggap tidak peduli dengan nasib bangsa, aku merasa sangat peduli makanya aku tidak ingin memperparah 'ritual' politik yang tidak memberi nilai tambah apa pun kepada negeri ini. Lebih baik aku menunggu pemilu presiden, mudah-mudahan akan ada calon benevolent dictator bagi Republik. Jika ada calon demikian, aku akan menggunakan hak pilihku...

contreng=rumit + tidak ekonomis + sulit

"Saya semakin yakin, pemilu nanti adalah pemilu yang paling rumit di dunia: sistem yang cerdas untuk masyarakat yang bodoh. Partai politik yang terbesar di Bali (contoh yang hampir nyata) tetap akan mendapat urutan ketiga, karena pemenang pertama adalah suara yang tak sah, dan pemenang kedua golput."

Sangat setuju dengan si penulis - Putu Setia. Meskipun aku tidak setuju dengan istilah "sistem yang cerdas", karena aku tidak pernah mampu membayangkan dibagian mana "kecerdasan" suatu sistem yang beralih dari suatu metode yang relatif sederhana dan mudah digunakan oleh berbagai kalangan (mencoblos) ke suatu metode yang relatif rumit, tidak ekonomis, dan sulit digunakan oleh kalangan tertentu (contreng).

Relatif rumit karena bentuk dan ukuran menjadi sensitif dan bisa mempengaruhi hasil. Mencontreng kurang jelas, maka akan tidak sah. Mencontreng kelebihan juga tidak tepat. Bentuknya tidak sesuai bisa jadi juga tidak sah. Dan seterusnya.

Sangat tidak ekonomis karena harus membeli sejumlah ballpoint atau spidol atau alat tulis lain yang mana pasti relatif mahal (bandingkan dengan bambu, kayu, atau sebatang paku yang bisa dibeli dengan sangat murah bahkan gratis). Apalagi jika kemudian bekerja tidak sebagaimana mestinya, misal karena habis tintanya, kering, atau rusak maka biaya lagi dan akan mempengaruhi proses pemilihan.

Sulit digunakan karena - seperti disebut juga oleh Putu Setia dalam artikelnya - bagi para buta huruf atau masyarakat yang kesulitan baca tulis maka metode ini jelas tidak "bersahabat" untuk mereka. Dan, mereka ini lah yang rentan menjadi media "politik uang".

Memang di Indonesia ini unik. Lembaga pemerintahan dan lembaga tinggi negara banyak manusia-manusia hebat yang pintar, beragama dan beriman, tapi tidak mampu membuat hidup lebih "sederhana, sesuai fungsi dan manfaatnya, dan berguna bagi masyarakat luas". Banyak orang-orang pintar tapi keblinger.

Don't wanna be stupefy

I feel really dumb when I read SBY's advertising at Kompas printing version page 13 (see picture). And after I tried to read and understand each part of the promotion materials, I decided that I don't wanna be stupefy by SBY's claimed.

If he claimed that he contributed to several things that being decrease (price of staples, gasoline, debt, unemployment, etc) and things that being increase (national income, health and education expenditure, etc), we should be critical in understanding that most of those achievement actually not because of his policy. Instead, most of them because external factors. For instance, three times gasoline price decline was not because of his idea but due to declining world price. It's obvious, dude! You should reduce gasoline price because world price is lower now!

Therefore, I don't wanna be stupefy now and ever by SBY.

Nine months with a bowl of empty promises

When I see Rose is Rose cartoon above, I remember a question from The Jakarta Post Editorial,

"...whether this nation really needs such a long campaign period."

I believe that despite of 34 parties participate in the election, this nine months campaign period just will adding up more 'burden' and uncertainty into such political extravaganza. At the in end, it only turn something to be nothing. But my big concern above all possible cost and burden that occur from the 'must-to-held' event like election is finally what will be the benefit for the people? Base on previous experiences, campaign just like advertising. It is only selling words and promises. And I believe, the 2009 election will be no different at all.

The biggest disappointment will be is that – just like the cartoon mention – "the bowl of empty promises" must be one of the new flavors! And most of Indonesian people, as with their innocent believe with political parties, they will look and support those "bowl of empty promises". Alas, those politician keep smiling then...
